American senators are meeting during the weekend for the first time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to recede as Republican senators proposed a proposal toxic to Democrats: scrapping the ACA, known as Obamacare.
Growing Consequences of Government Shutdown
The effect on Americans from the lengthiest shutdown of the US government in history worsened on Saturday, as government employees went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Proposal from Florida Resort
As weekend meeting got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Multiple Republican senators welcomed the proposal, which is similar to a alternative for Obamacare put forward in 2017.
"We're going to replace this broken system with something that is truly better for the consumer," one senator said.
Another senator praised Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Reaction
Opposition senators shared alarmed responses to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the censure of insurance companies by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? Then I welcome your support for Medicare for All."
Continuing Talks
The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a small group of moderate Democrats to end the closure in return for a later vote on the ACA payments.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans turned down an proposal to reopen the government and continue the payments for a year.
Another leading Democratic senator continued in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the future of the tax credits.
"Inaction is derelict because people will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress does nothing."
Political Dynamics
None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the idea of eliminating and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Some analysts suggested that the essence of such a plan would eliminate the ACA's mandate that insurance companies cover patients with existing health issues.
After his resort visit, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the plan that was unsuccessful to secure enough support in 2017.
